He just doesn't fit into the Michigan offense. He's a pro-style QB who would benefit from being in a different program. It's probably a plus for Michigan as well. They can't afford to waste time on a QB that doesn't fit the Rodriguez offense. You're right - he needs one of the freshmen to step up. That said, if either one of them is decent, you'll see a big improvement from Michigan this year. Last year the QB position killed them. This is a good move by Threet.
