		<description>the only thing i disagree with is the fumble one. then when is the player considered down. also what if the player has his knees on the ground and another player just strips it from him. I say leave it the way it is, but with every other thing you proposed i agree totally with, especially the Rookie cap how much they get paid for doing nothing is ridiculous</description>

The ground can cause a fumble. If a ball carrier goes to the turf without being touched by an opposing player and loses the ball, it&#039;s a fumble.  If he&#039;s touched or tackled, it&#039;s the same as down by contact.

The rookie cap makes so much sense that it&#039;ll never happen.

Week 7= AFC bye week; Week 8=NFC bye week; alternate every year, but this makes so much sense...</description>

1. Rookie cap - The NFL should absolutely adopt this, especially with a hard cap. It&#039;s getting to the point now that teams don&#039;t even want early round picks in some cases because of the risk/reward of the money involved.

2. 17th game - I don&#039;t like this idea for the simple fact that I&#039;m a traditionalist and I like that all the season-long stats/records are based on a 16-game season. That said, I don&#039;t have a problem with shortening the preseason.

3. Overtime rules - There&#039;s no doubt that the college overtime rules are much more exciting and feel more fair and less arbitrary. It would be murder on fantasy football, but that would probably work itself out.

4. Week 8 bye - I like this idea, though it would be weird to have a Sunday with no football, and the league/networks would lose a whole day&#039;s worth of television revenue.

5. Pass interference 15-yard penalty - I definitely like this one, though I don&#039;t like it when a guy knows he&#039;s beat in the college game so he just grabs his guy, saving a touchdown. It seems like there should be a bigger punishment in that case, but we&#039;d be getting into more subjective stuff.

6. Belicheat - absolutely.

7. Replay is fine the way it is.

8. So is a player still down when his knee hits?

9. Fewer commercials!

10. Sunday Ticket for everyone!

Let&#039;s say that a runner goes to the ground and has 3 players fall onto him a split second later. If he holds onto the ball when he hits the ground but loses it when the other players fall on him then is that a fumble? Basically I don&#039;t know how you determine when a player is &quot;falling into the ground&quot; and when he is finally down. At least now we can look for a knee hitting the ground.
